The Festival was founded in Bogota in the year of 1988 by Argentine-Colombian actress Fanny Mikey (1930-2008), as an event to celebrate the 450th anniversary of the foundation of the city. Mikey commissioned Colombian artist Antonio Grass (1937-), who is known for his designs based on Colombian native culture's art, to create a logo for this first edition and the promotional poster. Grass created the logo based on the Comedy and Tragedy Masks of Theater and Pre-Columbian motives.

The logo was eventually used as part of the institutional brand of the organization in charge of the organization of the festival, the Corporación Festival Iberoaméricano de Bogotá.
